If you don't have any ideas of your own, just take an old story (fairy tale or the sort), modernize it a bit to make it your own, and draw it.

Right, ok. Steps for making a decent manga.

1) You need to scribble. Lots. Scribble loads of character ideas; protagonists, antagonists, supports, fleets, the lot. Once you've drawn one that you like, refine them. Keep drawing. The character will develop a character, kapeesh?

2) Create themes. Using the refined characters you have created, ask yourself:
'What does the protagonist do?' (eg: fights dragons) - Have him kill loads of Dragons.
'What does the antagonist (friendly) do?' (eg: gets in the way of the antagonist) - Have them get in the way of the protagonist as he fights a dragon, resulting in him being comically burnt to a crisp...
You get the picture.

3) Then build up a story yourself. The manga will be so much better if you are in complete command of the story and know exactly how you want it to develop.

wow this isn't some anti-manga spam topic , well only for that i'll give ya some tips
you can take the school adventures ; super hero tries to maintain school life or the other way around , random stuff ( azumanga daiohh ) , relations triangles ( the more the better ) , rival storys ( use them EVERYWHERE)
you can also take the story where the protagonist ( hero ) is introduced to a whole new word through gaining some kind of power , and needs to fight his way up
like he gets a demon transform power from a sexy girl that decides to live in with him and he needs to battle demons while maintaining study or something like that
you can also take fantasy , SF but thats kinda hard when yr out of ideas , u need lots of monsters aliens , towns , ships ,races in that kind of story's .You can also maka a anti hero ( hellsing stuff liek that ) who already is powerful but needs to fight his inner self ( kenshin) well for some reason i stop here , hope i helped out a little
