Here's an interesting bit of information I've determined over the past couple weeks (although, seeing how I've only been a member for a month, I'm sure this is old news to many veterans). For a flash video to pass judgement, it must reach an average of 1.6 after 200 votes. Using simple mathematics, that comes up to 64 votes of 5 out of 200 votes. Assuming that a person with a voting power of 4 (such as myself, who has only been around for a month) would take up 4 out of the 200 votes, it would take only 16 people with a voting power of 4 or better deliberately voting 5 on a flash to pass judgement. With a voting power of 7, it would take only 10 people to pass judgement, and so on.
In conclusion, anybody with the right friends can make the worst flash imaginable and still pass judgement (barring whistling, of course).
