how do i get it so the pointer part is at the red part and not at the green part?

double click the object, move it around till its in the right place

the black cross (anchor point) in the top left there, needs to be where the red dot is. Open the movie clip and drag the image.

If I did understand you, I think you should use your selection tool to move the green part on top of the red part. You weren't clear enough..

CTRL+K --> align horizontal center --> align vertical center
