They're not expensive to replace, y'know.
First I'd suggest turning it over and bashing it on the desk a few times to get rid of the myriad of disgusting stuff that's accumulated over the years.

Step one, plug it into a different port. If that doesn't work then it is either the keyboard or the software, but 99% likely the keyboard. Step 2 steal a keyboard from another computer in the house and see if you get the same response, if so, then it is software. Otherwise goto biscuit city in the morning.

Grats on none of you reading the thread. He has tried other keyboards, so simply replacing the keyboard obviously doesen't help.
If you can find one, try a USB keyboard, and see if that works. Also, understand that if you replace a PS/2 keyboard (the keyboard with the standard connection) while the computer is running, it won't recognize that you plugged a new one in. Therefor, nothing will work with the keyboard. If you just plugged them in while it was running, and they were all PS/2, than try restarting with a different one in.
If neither of those work, I really can't think of anything, other then someone disabled it in the bios somehow.

Listen to the guy he clealry posted the keyboard is fine.
Check there isnt crap int the PS/2 connector port or you havnt bent any pins, if you are using USB do the same check for dirt, also restart the computer it always works lol
