Why? Are people trying to get feedback before they finish their movies? I think they should submit after they're completely done. Some of these artists are getting negative feedback simply because they're submitting incomplete movies.
Some of these movies would do better with ratings if they were complete to begin with!
Has anyone noticed this? Your thoughts?

Because they are too lazy to finish, and they want to get their flash on immediatly.
its juts not working :P
People should put unfinished movies on the forum to see if they are good or not yet.

that would spam the forum. pretty bad too.
btw, there's nothing wrong with unfinished movies, as long as thier good
Feedback is valuable to the completion of series and animations. i understand by submitting them to the portal cause you will get more feedback from there.
Seriously. I'm working on a game. It's half done. Have I submitted it? NO. I don't want feedback until it's complete. Although a good example of a half-finished movie submitted was Stick RPG. That was (and still is!) a good game.

Or they could just finish them. If they're really concerned on whether it's good or not, then they should post their FINISHED movie in the forums. They can get feedback, and use it for their next animation. There are too many "RAte tEh Movee" threads going on now, where the "movie" is only 5 seconds long.

but if you abuse it, then that's not good. likepurposly submitting shit.
for me, before i submit something, even unfinshed, i think would someone want to watch this after it passed, like months from now. if not, then i don't.
note - i submit most of my unfinshed stuff on my alt, which i don't abuse.

Honestly I can never finish anything, and I mean that with all seriousness. I'm pretty good with flash and some of the better games I've worked on might score in the 3ish range, but I can't finish them because I just loose interest. For people like me, unfinished collections of works would be so helpful because they can see what people think of their stuff, even though they never finished it off because of lost interest or whatever.

No it wouldn't, and yes there is. The forums are MADE for feedback. It's an excellent place for it, as long as what you have is respectable. The portal, however, is for excellent movies that are entertaining and worth watching, of which incomplete films are not included.

NO the forum is MADE for learning, not feedback on a 10 second flash that took you 10 minutes.

Definitely, I agree. My point is if you have a respectable flash that you want feedback on what to change, etc, then the forums are the place.
