Well, there's a couple things you have to think about when reformatting a drive. One is, why the fuck are you wanting to do it? Anyways, if you're sure you want to erase everything off of the computer what you need to do is create a windows boot-up floopy, and once you boot from the A:\ drive type in "format c:\" without the paranthesis at the prompt. From there, you have a completely unbootable computer (except for ms-dos which is the OS your using with the floppy drive) until you reinstall windows. Anyways, when you reinstall windows on a given partition, it automatically reformats it for you, so I'm unsure the purpose of formatting outside of the installation of Windows ME.
By the way, get something better then Windows ME, it is the worst Windows flavor ever. Upgrade to Windows 2000 or XP.

No. If you're installing Windows XP, when you install it it gives you the option to format the disk of which you'll be installing it on (in your case, your main harddrive)
No further whiping should be needed.
