Could you be more specific? its hard to help you if you just say"help". Flash is a big program. There are some good tutorials here .

You submit SWF to newgrounds HERE and its in the flash portal on the left middle side.

man first learn flash theres a tutorial page on newgrounds... after uv made a killer animation/game or watever upload it to NG dont do somethin dumb and upload it..
