You do realize that this whole post was a humorous point about how the government wants to illegalize things that have no proven health risks. In this case, the point was that marijuana was going to be covered by these laws that included all of those huge fees. The masturbation topic was used to show that the government was trying to put huge fines and illegalize a issue (here: marijuana) that has no proven health effects much like masturbation.
