i have been looking all over the internet for a program i can download for free that i can make music on. all i can seem to be able to find are mixers and recorders. is there something out there that i can make full techno, rave, and hip-hop songs with on my computer? not short little 5 second loops either. thats for any help, i really want to start making music that i can submit to NG

Well, there is a program i am using to make cool music!
it is Nuendo 3, just google it, i think you have to download LM4 also.
PS:I think LM4 is only for Hip Hop songs.

Not that Nuendo 3 isn't great and all (well, I don't like it) but the $2000 price tag is a little out of the price range of 'free'.
Audacity, or save up for a bit and get Reaper. Or just check out those links.
Get the Fl studio demo you can export the songs you make as mp3 but you can't save the project file to work on later but even the demo is great =).
i think the guy either found what he was looking for, or stopped looking
like four years ago...
