Most Pictures on the Web tend to be Copyrighted.............. but what if somebody had to take a picture of a picture, would it still be copyrighted then?

Well yes, although the picture containing the copyrighted picture itself wouldnt be copyrighted, it still had the image that was copyrighted... thus breaking copyright laws.
It's like going into a cinema and filming the movie with a camcorder, it still contains the copyrighted material.

yeah i suppose thats correct. What happens if somebody edits a copyrighted picture?

Anything that is reference to a copyrighted image, even fan art, is sole property of the copyright holder.
