well i started a big flash a while ago and decided to write down the time events and stuff of when stuff will happen. it helped because it made it planned and easier to know whats next.
i dont like to story board often though, because i quite like working spontaneously and just doing what comes into my head.
one thing you should try for practice before you begin this, is try doing..
an animatic : do a simple simple simple flash of what you want the final product to be like. good for syncing with music and getting a rough idea.
writing a small script : check out my little clock movie in my profile. it came from just a random idea i had while watching 24, took me much less than it usually would to animate as i'd had it planned in my head, and on paper.

it depends on the length you want to get, longer stuff storyboard, it will help, shorter stuff, you probably won't need to
I use storyboards for fashes with little or no talking.
story boards are great for figuring out camera angles, and you can work on them when your away from flash and feeling inspired
