I got to level ten last week. As I was voting and getting points I didn't notice that I need like 960 points to get to level 11. Is this an error/bug or is it on purpose?

Indeed. Anyone can get to lvl 9. lvl 10+ dedication.

One, you're level 9. You are nowhere near level 11.
Two, the experience to get to levels past level 9 are scaled based on the level 30 person's XP.
