to have the same quality as I made it on Flash?
Or if you can't have exact quality as a gif, can it be a jpg?

With a gif you will lose quality, a jpeg will lose less but still a bit.

What he is referring to is that MSPaint reduces the quality much more than Photohop or some other better image editting program.

Why would you need exact quality? No image conversion can be exactly the same image. Gif should be good enough, as long as you don't use MSPaint.
