How can i make music sound clear instead of there being a radio effect on it

Well the problem is that if it has a radio effect on it already, whether it's just a bad recording or an actual effect, there's no real way you can get rid of it. (as they say, 'You can't polish a Turd!':) You can perhaps make the recording clearer by messing with the EQ and taking out some of the hi-end, as the treble frequencies are probably the ones that carry the most noise when it comes to a radio effect. U might also try messing with compression and some sort of dolby noise reduction like a program such as SoundForge has, it wont remove it completely, but they will significantly reduce the amount of noise.

neither was I, when i mentioned the recording I meant it as the piece of music, not as in the recording process itself.

get a soundcard capable of dynamic noise reduction? (audigy series)
That cuts out a lot of the static with relitively little more effect on the song, apart from occasionaly making it sound softer and a tad more metalic.
