RPG maker is more of a game then an actual game maker since flash uses actionscript and RPG maker uses all ready created sprites and doesn't use code.

You can make ur own graphics and with some skill and patience u can make a unique game but its limitations are pathetic.

No. Unless I'm really stupid and sum1 found a way, but I doubt the last part.(The "I'm really stupid..." could be true.) Just look up some tuts on makin an RPG in Flash.
