I'm pretty sure it was just the PS2 version. PC isn't really made for racing games, so perhaps they toned the difficulty down a bit to make it fairer. The PS2 version is fine, but a few missions such as that one can border on the unfair in terms of difficulty, that mission is a matter of who will mess up more as your car can't compare to the one he's driving.
