You're allowed to, but please try to stick to the guidelines of achievements:

Level - Level ups from 10 are accepted, due to it being easy to ge to Levels 1-9
B/P Rank - Level ups are congratulated from Private, but some users go from Police Sergeant (1,000 B/P)
Experience, Blams, Saves, B/P total, Posts - Multiples of 1,000
Base or Total Voting Power - Whole number intervals starting at 6.00
Reviews (Flash or Audio) - Multiples of 100 up to 1,000. Multiples of 250 from then.
Review Responses (Flash or Audio) - Multiples of 100 up to 1,000. Multiples of 250 from then.
Total Reviews - Multiples of 1,000
Whistle Level - Bronze+. Try not to congratulate those who are re-achieving. It's not an achievement to get a Gold whistle, then bomb down to garbage and climb back to Bronze.
Account Birthday - Only claimable on the date of the account signup
Real Life Birthday - Acceptable to post a picture of cake
'Special Numbers' - These are 3 of a kind in the case of 666 for anything. Voting Power will also be congratulated for any 3 of a kind over 6.00. 4 of a kind is more common and in some case, even 5 of a kind.
Other special numbers include 1,337; 31,337, 12,345. If you're not sure, watch other list makers for pointers.

How much do you like the number 31337? If you love it was much as I love 77777, I suggest stopping there. If not, continue if you wish to.
