I'm afraid that what he's talking about here doesn't fall under the category of experience, but under blam and protect points. To get these, you need to vote on the under judgement entries in the Flash Portal (marked in purple). If you vote 0-1 on a submission that gets blammed, you get a blam point, whereas if you vote 2-5 on an entry that then survives, you get a save point. As for getting that amount of points, that simply requires either a lot of time, or dedication bordering on pure fanaticism.

Dedication - you can't take experience gaining lightly, as to get that many experience, you need to deposit every day for over 3 years.

To get experience, just vote (Click on of the six images of Pico on the left hand side of the screen) for five different flash movies or games every day.
