No, UOTD is chosen by random. :P However, each user account can only get UOTD once. From the FAQ:

Q: What are the requirements for being the UOTD?

Please don't ask for the spot; our system chooses it randomly.

usually there would be only 99-01 users as UOTD for weeks despite it being random
