I'll trust the database logs over your memory any day. I suppose I should have handled this thread a little more diplomatically, so let's analyse your initial post in a little more depth...

Well I have saw this happen twice to a friend of mine. He has put 2 animations on the portal and they have went down well with the users of Newgrounds, but to me the Newgrounds team just do what they like.
Well - the front page is primarily Tom's play area. It's his site, he chooses what gets put on the front page of the site most of the time, although there have been instances where Wade and I have showcased content on the front page before. Anything that's put up there is either something we find fun (and might not accurately represent the vote score given by users) or something that we think our VIEWING audience might enjoy (which differs to the VOTING audience, given that far more people on the site watch animations on the site than vote for them).
First: He submitted Arms to the portal [Link!!] it got a 4.16!! It got frontpage, which was took down within a few hours.
I've already pointed out the flaw in that "point".
Second: He has just submitted Unglued to the portal [Link!!] it got a 4.17!! it got frontpage and second daily. To me, it looked like the newgrounds team didn't like this animation and it took a while for it get frontpage.
I've explained why it took a while to get there. What I should expand on is "it looked like the newgrounds team didn't like this animation and it took a while for it get frontpage" - if we didn't like it, then why would it even have been put on the front page in the first place? See paragraph one.
It's like Newgrounds don't want the users to see too much of these type of animations so they don't give them too much of the limelight.
Further to being added to the front page, both of these animations you linked are in collections. Submissions which go into collections follow the same sort of conditions that submissions that go onto the front page fall into. Now, if we didn't like those animations you linked, would we have gone so far as to put them both on the front page and in relevant collections?
