I thought it was Start>>Programs>>Accessories>>System Tools>>System Restore for a while, but I guess I was wrong. Can someone tell me?
Go to "my computer", right click "C:" and click format.

Umm, when I say Format, then Okay, it says "Windows cannot format this drive. Quit any disc utilities or other programs that are using this drive, and make sure no window is displaying the contents of the drive. Then try formatting again." I don't have anything up.
Go into dos/Command Prompt and enter:
format c:
that will format your the drive for you (you have to confirm it by entering y)

Get a boot floppy with ms dos on it and run format c: from the command line.
Or, if you're running xp, put in your disc, restart computer, enter your bios setup (delete) then select main boot from cd drive, then you can tell the cd to format your drive.
