Sign in, and if you're on the panel there'll be a link to vote at the bottom...but I doubt you're in the panel unless you made a flash that was eligible, seeing as you're only a level 5. The only reason I was able to vote was because I had made a flash that was eligible...woohoo!

If you were you would have noticed it by an extra button in your newgrounds gold menu
