naa he means as a background right?

just use
style="background-image:url(path/namehere.format);" on the textarea or whatever tag the text is is, you might also want to look into background-position and background-repeat

Unless you're talking about the NG BBS. Then you just download a JPG of the picture, click "Browse" below the text field, select the image, and click "Post it" and it will appear at the bottom of your post.
