The system picks from after 9pm the day before and before 9pm on the day. In other words, for today's picks, 9pm on the 13th to 9pm on the 14th. Tiger form was submitted at 9:23pm on the 13th, making it perfectly eligible for today's awards. This is the way things have always worked.
