When I make the character fly up and then it then fall down the screen flickers, does anyone know how to fix that?

Well from what I can see the background is being moved by two seperate objects. For example your main guy might say like background._y = 100 but then something else is telling it that background._y =300 so it flicks back and forth. Use flashes debugger to see what code is running that should help narrow it down.
