External bitrate modifier?

Hey all, I've been working on a flash mp3 player, that loads songs from any given directory, and I wanted to give it a test shot on the web, but I don't want to drain my bandwidth by allowing huge 128+ kbps files to be played by anyone. So I went to download.com and downloaded a bitrate changer, but now whenever I play it through flash it's all garbled and won't even import into flash itself.
I know flash has a built-in bitrate changer, but I'm wondering if anyone knows of any free downloads for one, that will still let you play/import the file without any errors.
I'd like to get this thing out pretty soon.

Do u want to be able to convert 128kbps mp3s into lower bitrates? I think that's what ure saying, therefore download something like i-tunes, for free and u can convert mp3s to cutom bitrates, as low as 16kbps. Once uve downloaded it, click onthe trk u want to convert so it's highlighted in blue, then go to..Edit-Preferences-Importing and u can change it their to all sorts of formats. I hope this helps.

Thanks a lot man. I've tried a couple other programs to convert the bitrate, but then after that, neither of the mp3's were able to be imported into Flash, or even played externally through flash.
I'll give iTunes a shot though, thanks again.
