How to make unpadded MP3s?

It seems virtually impossible to make unpadded MP3s, or am I wrong? With FL Studio, Cool Edit Pro (aka "Adobe Audition"), or Wavepad, no matter what, it pads it, in one way or another. If you're wondering what I mean, "padding" is a split-second of silence encoders sometimes add at the beginning or end of an audio stream. Tinkering with it, sometimes I could get it to be just padded at the end, or just at the beginning, but never to where it was at that it would be completely unpadded, and loop perfectly. But with wav files, it worked perfectly.
Anyone know how to make unpadded MP3s, that loop perfectly? I'm sure I'm doing something wrong.

yeah, Sound Forge does it too. I think it's just the way that mp3s are created, but it's fucking annoying when you're trying to create smooth loops in Flash, so I always encode to wav and import that. I don't know if there's any way to prevent it happening with mp3s, if anybody knows of a way, please share it

if you're using Adobe Auditions to save a loop file you need to save the audio as a .cel

stick the file into something like i-tunes, change the start and end time in the options menu, convert to whatever format u like, and bobs ure uncle, no gaps.

i know the perfect program to fix this that comes default on windows, its called the magical sound recorder i9n the entertainment section of accessories on the program files list.
sound recorder is the most useful, and simple program u can use. all you will need to do is convert your mp3 to wav, put it in sopundrecorder, cut of the ends, and then turn it back into mp3, viola
