Need some advice on making movies

I just got Flash MX today, and i need some serious help,
i did review all of the newgrounds help, but there are some things i need help with

1-how can i layer layers? what i mean is how can i get, say layer 3 to be over layer 7?
this is making it hard for me to make a backround.

2-how do i make different scenes and link them together? i tried to make a complicated movie with like 10 layers, (complicated for me) and it got very confusing, and i know there must be a way to group sets of layers together to make scenes, can any1 tell me how? also how do i put the scenes in order?

Just drag the layer up, above the other layer or below it. Click and drag is all.

Don't use scenes. Scenes suck. And if you do, wait till you are very advanced. You can use a folder layer to group layers together.
