Well its better than most first flashes and it's also better than most crappy stick flashes.
Problem is, well, it's still a crappy stick flash. I would suggest not submitting it, it will be blammed if you do. But you do have some promise as a flash artist. You just need to learn a few more techniques, start drawing actual characters and backgrounds, and increase that framerate.
I know about the charactars and frame rates. They are bad. But, i dont get how to do backrounds...does it have to do with the eye and lock buttons right above the layers...because i dont understand those either...

Thats not too bad - for a first flash. But I'd blam it.
If you want to work with sticks, make them more dynamic, increase the frame rate. and more 'human or stick' shaped - instead of (no offense) badly drawn lines put togeather. This is where most people go wrong with sticks... I'll show you my first stick anim... its not long, but you will understand what i mean.

I used tweening for all of this image - the background sky i made in photoshop and imported it.
The frame rate in this is 30fps - theres not alot of movement that you can see with the 'stick' - its not human obviously. but you can see every part is seperate to each other (using many different layers - and shape tweening).

Have you ever used photoshop? If not, I don't know how I can really explain it. Layers are just... layers. They make it so you can put one object on top of another without messing them up.
I think if you had some basic lessons in flash, you could become a very skilled animator.
o think i just figured it out.....do i have to lock a layer(backround) so i wont mess it up while drawing over it with another layer(stick men)?
Locking your background layer is a must when you have the things on it the way you want. Otherwise the stuff in it is still active and you could wind up messing it up.
You'll get the hang of layer pretty quick once you have a basic understanding of how they work. I like to think of them as animation cells piled on top of one another...
