what would i have to get/download/do so that i can start voice acting for flash. and tell me like im starting from scratch. thankyou

You need a microphone and possibly an audio editing program like Audacity

All you really need is a microphone. Then just use Windows Sound Recorder (start->run->sndrec32)

Of course, you'll probably get thsoe annoying pops and buzzes in a lot of bad Flashes.

Therefore, you want to get a good mic, maybe a mic pop shield, and editing software. A lot of people like to use the program Sound Forge.

If you get a mic, place a piece of paper over it while you talk into it. That should remove alot of the pops and cracks in the sound

How can you DOWNLOAD something OFFLINE? The mind boggles.

Anyway, like everyone else have said, having a mic would be a good place to start. Audacity is a good second step. Joining the Newgrounds Voice Acting Club a great third step.
