You have completely missed the point. Abstinence is the safest method, but has not, and never will be popular. My argument is based upon the "lesser of two evils" view, which appears to be the only option in this case. Teenagers will not stop engaging in some form of sex. History, and abstinence-only program failures have shown this. So, why not bite the bullet, and accept grudgingly that youth oral sex beats any other form?
Fun Fact: Teens who take youth "virginity pledges" are five times more likely to participate in oral or anal sex. (To this, I have no complaints.)
