Right now most of my knowledge is client side, so i can't be much of a help. To run a server from you house, you need a computer (you can even use your own, though a seperate one is better) and an internet connection. Next, you just need to download a server application for you computer. which one you use depends upon the operating system installed. Windows 98 already comes with a server application loaded onto the disk for windows 98. If you want, you can also load linux onto your server as its operating system (its unix based, and is, at least in my opinion, better for server apps) and download apache for it, which i believe is free. I'm not sure, but you may also have to register a domain name for your server, and i would recomend using a higher bandwidth connection such as dsl or a cable modem to connect your server to the internet.

This is all true, If your using 98-xp you can use IIS web server. It's not too shabby for low spec web serving. If your doing anything serious i'd reccomend you get linux and a couple of manuals. Be prepared for some very heavy reading tho.
The spec you need depends on what you plan to use it for but some sort of dsl/cable/leased line is really a neccessity for a server.

what kind of server you want is an important factor, try starting with a webserver.
