Yeah, but that would depend very much on what you were trying to make. For an animation, all you really need are timeline control functions and button handlers - maybe a bit about custom cursors and extra effects.
With a platorm game I'd say _x and _y positions first, then variables, then hitTests, then basic physics and perhaps loops. An overhead game, though, wouldn't require physics nearly as much, amd other types of game may not require hitTests, so it would vary greatly.
