Action script is what you use to put your movie together, it is the language the program understands so you can, for example, make a button that you press to go to another scene. You put the action script in by right clicking on the frame/button/movie clip etc. and putting actions/commands together so they make sense to Flash. In the button's case you would right click, make the action 'Go to' and put in the frame number you want the movie to go to.
Sorry, i'm not explaining this very well. Feel free to ask questions, i might be able to get more specific.
