If my theory's RIGHT [which isn't likely because Jews don't go to heaven, *sniff*] then he took some sort of adhesive [superglue, rubber cement, whatever the fuck] and attached the ruler to a board pointing straight up from the floor. He then Tied a string around the ruler, and placed it around the hammer, leaning the head of the hammer on the floor, as though it were suspended in mid air, but very close to the wall.
