I feel like the GD rule where you have to be whitelisted to add your songs in should be clear in the Audio posting rules. Hell, put it in the banner where you ask people not to upload stolen music. I have a feeling this would stem away a lot of the stolen stuff uploaded.
(I know a lot of those people who upload stolen content don't speak English, but I still think it would be helpful.)
one positive about being an annoying child who didnt know what they were doing and who got internet access way too early is that you can explicitly know what NOT to do
