Good Ol' Boys are white minorities who grow up in a world where everyone thinks they shit sunshine just for being white and religious. When 80% of the population is black, it's pretty easy for privileged whites to think their shit doesn't stink and they rules don't apply to them because "They don't mean any harm".

This is how racists are. They honestly believe in racism, and they believe the numbers back it up, and that being racist is proof that you are true to yourself and a man of principle. They tell racist jokes, and feel no guilt because they're just trying to be funny and "don't mean no harm."
Racists, however, know that being considered racist is bad, so they call what they do any other name than what it is and then act all smug and secretly being "right" about racism in a world too cowardly to admit what it really needs to do to fix itself (ie, ethnic cleansing). They think of themselves as being brave and smart for being racist, and have contempt for people who don't see things the way they do.
