Okay, so I'm a fairly new video editor and animator. I've been seeing videos of moving pixel/zipping line effects. I know Photoshop is capable of pixellated stuff but I have a gut feeling this won't be enough, seeing as I can use flash, how do I go about making something similar in this videos, please note the moving blue backgrounds:

I'm looking to create something closer to the latter. Any help would be greatly appreciated

looping backgrounds? Oh yeah, I'd love to know quick or good ways to do them myself.

I did some more digging but apparently, I can maybe get away with parallax scrolling with it maybe or something more.

I think there is an add-on for flash that allows you to do pixel art, I can't remember the name but you can google it.

Looping animations of this sort can easily be created in After Effects.
First create a short animation of what you want.
Then pre-comp it. or drop the comp into a new comp.
Then add the "loop" expression to it.
You can make it loop for as long as you like.

You can create something similar with 3 layers, one background layer and 2 layers with Movieclip symbols on each.

Yeah but if you want a perfect loop of it i think it'll require a bit more than just that
