Hello, so recently I have been trying to animate in Adobe Animate, but one problem I have is choppy animations. I have tried adding more frames but they still look choppy. Any help? Also I animate in 24fps

Sounds like you need more practice.
24fps is the right frame rate to animate with, so I'm hoping you have drawn enough frames per second, preferably in 2s or 1s.
Why don't you post a test here on NG with the Dumping Grounds and we can take a look?
Honesty practice, practice and more practice will get you through this until your satisfied. Right now it just sounds like you got lazy and taking short cuts no offence mate.
Read the Animator's Survival Kit by Richard Williams.
I started reading it a few days ago and it's already helped me tremendously and I know it will for you too.
Could be that you're just not using enough inbetweens.
Hard to tell without an example though.
In my opinion, you should always animate on 1s (unless your in a rush)
the key is slow ins and slow outs, a short distance between motions and consistent line work
