Scouting is when someone sees your work, if they think it's worthy enough for the audio portal, then you get scouted and downloads are available. If they don't, some just wait. idk about the others.

if that person seems unlikely to keep their scouting position, they and whoever they scout gets pruned, so be careful about who you accept scouting requests from. But congratz!
