The problem with this conversation is that biases aside, the answers are pretty easy to figure out, at least for the worst ones anyway. (Maduro in Venezuela or Kim Jung Un of North Korea) As for the best leaders, it would be easy to mention most first world/G20 leaders and call it a day, (controversy aside) but here are some leaders that deserve mentioning.
Lapis mentioned Singapore's Lee Hsien Leong, who combined unity and development starting with Lee Kuan Yew. Draconian policies aside, (they're slowly easing back from those) they have been a model of high development and stability among former European and Japanese colonies in the region, if not the world.
Here's another one, Oman's sultan Qaboos bin Said. One of the few Middle Eastern countries that isn't either obsessed with Islamic orthodoxy, have a sociopathic strongman dictator and/or is a war torn shithole, by Middle East standards, they are one of the most well-off countries out there. Of course they are an absolute monarchy, and their human right record isn't good, but the fact that everyone seems to ignore them actually plays well into their favor compared to their neighbors.
Just stop worrying, and love the bomb.
