I remember having the hardest time with Dynamo Man. He has the power to heal himself which makes the battle a huge pain in the neck if you're playing as Bass.
Without weapons, probably Quick Man.
If you don't know which Mega Man that's from, I've got bad news for you.
But the easiest one is definitely Bomb Man or Toad Man.

A healing power can be troublesome. Which game is he from?
Remember Airman ga Taosenai? This song was about first trying to get through Heat Man's stage (with all the disappearing blocks) and failing, so defeat Air Man to get the "2" platform to pass the blocks. Can't beat Air Man, so face Wood Man to get Air Man's weakness. CAN'T BEAT WOOD MAN EITHER!!!

Wood Man can be a hard classic robot. He is from Mega Man 2.
Snake Man could be a challenge. Please, provide link about his game.

Absolutely positively 100% no. He's not even the hardest from Mega Man 2. That'd be Wood Man. Quick Man isn't really all that hard, actually -- you're probably thinking about his level, and not him as a boss.

Bomb Man is easy, but the easiest from the original Mega Man is Cut Man.
Toad Man is easy, but the easiest from Mega Man 4 is Skull Man.

Wood Man is hard but he's not the hardest NES Mega Man series boss. Elec Man, Fire Man, Needle Man, Shadow Man, Pharaoh Man, and Bright Man are all harder than Wood Man (presuming regular weapon use and not weakness weapons).
My next toughest is Snake Man.
He's one of the easiest bosses of Mega Man 3. In fact I recommend either starting with him or Magnet Man. Needle Man and Shadow Man are the tough bosses of Mega Man 3.

Of the NES Mega Man games I'm going to go with Shadow Man being the hardest.
Of the GameBoy Mega Man games it's definitely Flash Man. (Typically Game Boy Mega Man games would troll the players by making easy NES bosses hard and hard NES bosses easy in some games). Game Boy Elec Man -- very easy. Game Boy Cut Man -- very hard, for example.

Maybe because he's sliding all over the place, jumping all in your face and ninja starring like crazy.
He's very difficult without Top Man's weapon. Even at that you gotta be specific in how you use Top Man's weapon at him or it's easy to take out all your weapon energy in one shot. (The trick is never attack him while you're flashing temporary invincible and it won't waste your weapon energy).

His attack pattern can be tricky and annoying.
He's very difficult without Top Man's weapon. Even at that you gotta be specific in how you use Top Man's weapon at him or it's easy to take out all your weapon energy in one shot.
You should always you the weapon they are weak against, unless you are trying to challenge yourself.
