I need to create dubsteps but do not know how to help me

For programs:

Reaper is a free DAW. I haven't tried it however so I cant tell you much about it. You should definitely check it out though.
FL Studio is what I use. I have nothing bad to say it, suits my needs just perfectly. It costs about 199$ however so theres that.
And then there's Reason, Ableton and Cubase, but I dont know anything about those.

And as for dubstep; Sawtooth wave + bandreject filter = magic! Just keep the tempo around 140 bpm and youre good to go ;)

But if you want something more in depth, the internet is full of dubstep tutorials (better or worse).

Get yourself a daw, and a copy of xfer serum (synth) then get some decent drum samples you will need them to get you going on Dubsteps. Then learn the saw and the synth inside out and watch tutorials and read loads.

DAW stands for Digital Audio Workstation, and I agree with @EverReverb about using REAPER.

If you don't have the money for Serum, I recommend getting Eclipsis, which is a nice freeware synth with some great dubstep presets which you can find online.

I use Ableton. It's meant more for setting up a live set; but it's an amazing DAW if you can afford it. I fell in love with it the first time I used it. My Samson Graphite25 came with a preset mapping for Ableton as well, so I've found it to be very well suited for most applications. I still use Audacity to make small adjustments to samples and to export the final mix in 320kb mp3. Ableton, I will say, is surprisingly light on system resources.

It also supports recording via Fender's Universal ASIO; so it records off my amp's USB very easily.

Seriously, get to the Newgrounds Wiki: Music and Audio Resources and see what is useful there. Get a DAW, start a simple project, avoid using premade loops and see the feedback you'll get.

If the beta doesn't have that bug I reported where the text didn't show, then it should be worth trying out.
I actually tested it out here on OS Lion back in the day when university computers ran it, and this is what my first impressions were at the time...

Get a low frequency oscilator, lfo are a neat way to make stuff wobble, like anything, get smooth distortions and fx. Some dive deep with the sounds, others use mid bass+a lot of effects with a normal sub bass.

There's a crazy amount of tutorials for this sort of thing.

That said I'm bad at creating dubstep people would want to listen too.

First you dub the step as a dub-stepped step; then you dub step.
Or you could just you know; look up tutorials on youtube, use correct DAW's and VST's and learn from professionals.
Or use your creativity
or copy samples and then be like "I made this" but not really.

140 BPM, Pick a DAW, youtube that from the actual creators, learn that, learn music theory, spend four years or more of your life trying; half give up, cry. Go back a year later; throw your hands up in the air, cry again, spend 5 more years; get to a level you're actually somewhat okay at, cry again, get a real job, spend all your money on music, cry some more. Then become like van gokugoghuhuhuman and become famous after you die because no one will listen to anything you've done except for like. two people.

Typical dubstep consists of fatty drum and bass (usually a combination 3-6 different kinds of bass). How do bass to dubstep, you can view in intrenet. And remember - to learn to do something anyone can, only if he wants to.
