I know photoshop has an offset filter, does macromedia flash have anything to get the job done?
(I wanna make tiles for a platformer)

Flash doesn't have that capability, but if you don't have access to photoshop, you can use GIMP to do it.
So I would draw stuff in flash, offset filter in PS, and then finish drawing in flash? Flash and PS files aren't compatible though. Would I have to use trace bitmap?
