Why does 'Under Judgement' exist? I just uploaded a animation and there's another one like that and did that one get deleted? NO.
"Under Judgment" exists to allow users to judge whether a submission is good enough to be put on NewGrounds. It is mainly a way to keep spam, shovelware, offensive material, stolen material, and other such junk from clogging the website.

That's from 2002 numb nuts. As in when screamers were kinda of funny and not against the rules 2002. Also, that wasn't stolen like yours were not to mention the fact that it is thirteen whole years past judgement.
