I have some promising news here for you today!
Another FL Studio user (Tagirijus) told me about it on the IL Forum.
Image-Line is working on FL's problematic time handling now,
and actually started testing changing the time signature during the song.

PS. They said, don't expect these time improvements in the 12.1 update, and of course it's not there yet, but it looks like it's happening at last!
And they are keeping the video playback sync aspects of this time issue in mind too. (English - Grade A)
What do you think about it guys?
