To be seen publicly in the art portal you have to be scouted by a user whose work already shows in the art portal (so another scouted artist)
Your art must be of at least a decent standard and must not break any rules.
Asking to be scouted is against the rules.
So, what you need to do is have at least four pieces that arent sketches and tick the "include this in the art portal" box when uploading them. If you are good enough a scouted user may see your work in the unscouted section and if they like your work they will send a scouting request.
