I'm looking for one about $500 dollars that can run GTA V on Max settings?
You'll be looking for a long time.
Mine cost around £2,000 and can't quite maintain 60FPS with everything maxed. Manages it easily enough with high-res shadows and MSAA turned off, though.

You could get a PC that actually matches the recommended requirements for about 400-500 bucks. If you want to run everything on 'ultra' with a stable frame rate you may need to invest into something more powerful
lol why do people think that 5 to 600 dollar machines for PC are acceptable? Ive got a $2000 pc that can handle anything for the next 5 years and if I have to upgrade its only in increments of a few hundred dollars.
