This was quite awhile ago and I'm not even 100% sure it was on Newgrounds.
All I remember was it had really nice art and basically disney-quality animation. And for some reason the overall theme seemed to be a wile e coyote/road runner'ish theme.
It's hard to remember much in the way of specific details though I do remember there was something to do with redirecting water. I think a big network of water tubes/slides and a mountainside with a bunch of holes in it.
