Are you changing the rules here?

Draw blood, shave my hair, take some skin, place a pill-sized radio transceiver inside my mouth for me to swallow, etc to determine how the invisibility is being produced. Use me to attempt to block out light from a variety of wavelengths to find the properties of the effect. Compare the chemical contents of my body parts and fluids against the norm. Interview me at length to find the root cause. Etc.

Ignore the shitty 90s web design on DARPA.mil, they're actually pretty well funded and serious about their requests.

I've seen some of these fabrics being developed when i was a kid.... but they pretty much amounted to just copying the images behind the fabric and the fabric acts as a screen which displays the image behind it.

Doesn't work without the right lighting conditions (whites on a black cloth would give off light in the dark... etc) and movement totally destroys the illusion.

Probably stalk people. You could knock on someone's door and just push them out of the way when they answered. Even if they calmed down enough to try to expunge you from their house there's little they could do since you could hide just by standing still.
